Sync uses your own iCloud. Check that both devices are signed into the same Apple Account and that iCloud Drive is on. Sync also needs a network on at least one device — a phone that has been offline since the change has not had a chance to send it.

Settings has an erase control that removes all app data from the device and from your iCloud. Deleting the app removes its local data; iCloud data can be removed from your device's iCloud settings.
